Zelensky States He Lacks Clear Defense Guarantee from Allies
Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have not given him sound guarantees that they will defend Ukraine in the case of a fresh offensive by Russia.
"I continue to pose this critical question to every one of our allies and I have not received a clear, unambiguous answer yet," he told reporters on Wednesday.
These remarks follow a day after Britain and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on Tuesday.
Outcomes from the Paris Discussions
After the Paris talks, which included some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.
The Russian government has thus far remained silent on the announcement made in the French capital.
Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the long-term".
He added: "It paves the way for the juridical structure under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."
The Ukrainian leader praised that accord as a "significant leap of progress".
A day later, however, he seemed more cautious.
"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.
"But as long as we don't have such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this question cannot be answered. And should they materialize, you still have to rely first and foremost on your inherent capabilities."
Persistent Challenges and Fighting
The Paris talks were also significant owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
Witkoff said the allies "largely finished" their work on finalizing security arrangements.
Last week, the President indicated a settlement was "ninety percent complete".
Questions of land and security guarantees have been at the forefront of unresolved issues for negotiators.
Putin has repeatedly warned that Ukraine's military must withdraw from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but only if Russia reciprocated the action.
Russian forces now holds about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.
Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
